When David Randall launched coworking hubs Maple Works and Canbury Works, he had no idea just how costly business rates could become. But with free guidance from London Business Partnership, he reclaimed nearly £100,000—money that helped save the business through COVID-19 and fuel future growth.
From Pub Conversion to Coworking Pioneer
David’s entry into coworking was unexpected. A repurposed pub in Surbiton became Maple Works in 2013 after a casual business conversation turned into a venture. His second space, Canbury Works in Kingston-upon-Thames, launched in 2016 after a tenant left early, leaving behind a costly commercial lease.
Both were smart ways to make use of empty properties—but business rates remained a burden.
Everything changed in June 2019 when David attended a free seminar from London Business Partnership focused on business rates relief for coworking spaces.
“We had no idea that we were eligible for rate relief on individual licensed units,” David explains. “Serviced office giants like WeWork had known this for years, but smaller operators like us were in the dark.”

The key?
Claiming Small Business Rate Relief (SBRR) for self-contained, licensed spaces within a coworking environment.

Results: £95K in Rebates
Maple Works:
A second check and challenge resulted in a £30,000 rebate, reinvested into site improvements like a new alarm and boiler.
Canbury Works:
David challenged the valuation with support from LBP, receiving a £65,000 rebate, backdated to 2017.

The Bigger Picture: Calling for Fairer Policy
David now advocates for reform in the business rates system, which he says does not reflect the flexible, short-term nature of the coworking model:
“Licensees may stay for just months—not years. The current system ignores that. It’s time for flexible workspace to be properly recognised.”

While David benefited from a past initiative, businesses today can access the Commercial Property Advice Service from London Business Partnership. Funded by the UK Shared Prosperity Fund, and supported by the GLA and local councils, the programme is free for London-based SMEs.
